Child Rape in Bangladesh: YouthNet call for Speedy trial, exemplary punishment of rapists

Youths of Barishal in a protest programme on Sunday demanded speedy trial as well as capital punishment for rape and murder of women and children.

Hundreds of young men and women, and children carrying banners, festoons and placards called to prevent violence against women and children, show proper respect to women and demanded capital punishment through speedy trial within sixty days of the incidents. They also called to ensure safety and security of women and children in educational institutions.

The programme was jointly organised by Alokito Juba Samaj project of Bandhan Social Development Project and Actionaid Bangladesh, in assistances of Bangladesh Model Youth Parliament, YouthNet for Climate Justice, #NariPakkho, Young Bangla, Girls Not Brides Bangladesh Network, Engage Men and Boys Network (MenEngage Alliance Bangladesh) and Tarunner Platform. Participating youths and children formed a human chain in front of Aswhini Kumar Hall from where they went to central Shaheed Minar of the city in a huge procession and held a rally there.

The protest rally at Shaheed Minar was presided over by Shakila Islam, chief coordinator of Youth Net for Climate Justice, and conducted by Sohanur Rahman, chief executive of Bangladesh Model Youth Parliament Youth Parliament . Expressing solidarity with the aims and objectives of the programme, it was addressed by DC Barishal S.m. Ajior Rahman, EXECUTIVE magistrate Robin Shish, Bangladesh Mohila Parishad Barishal district unit vice president Jahanara Begum, Plan International child protection officer Rezwanul Huq, divisional manager Selim Molla of gender justice and diversity of BRAC, ActionAid’s associate programme officer AZM Masum Islam, and BSDP executive director Rafiqul Islam, among others.

Speakers called for sex and reproductive health education in the institutions, and practicing ethical values to end gender discriminations and create mutual respects in gender related issues.

DC Barishal S.m. Ajior Rahman said, `According to the socio-religious and ethical norms and values, women and children should be most safe and secure in the society, which is now violated often. We must ensure children and women protection in any cause.’

Participants also called the men and youths for not only protest, but also create mass resistance opposing violence against women and children and take positive role to face the crime.

`জলবায়ু পরিবর্তনের প্রভাব থেকে শিশু ও নারীদের সুরক্ষা দিতে একযোগে কাজ করতে হবে’

জলবায়ু পরিবর্তনের ফলে প্রতিনিয়ত দক্ষিণাঞ্চলের সমুদ্রের উচ্চতা বাড়ছে। এর ফলে মিঠা পানির এলাকা গুলো লবনাক্ত হয়ে পড়ছে, কৃষক হারাচ্ছে তার কৃষি জমি । নদী ভাঙ্গনের সাথে সাথে দ্বীপজেলা ভোলার আয়তন দিন দিন ছোট হয়ে আসছে।

সেই সাথে পাল্লা দিয়ে বাড়ছে জলবায়ু উদ্বাস্তু মানুষের সংখ্যাও। চরম হুমকির মুখে পড়ছে নারী ও শিশুদের স্বাস্থ্য ও জীবনযাত্রা । তাই নারী ও শিশু সুরক্ষা নিশ্চিত করার তাগিদ দেন তারা।  এর জন্য সময়োপযোগী পদক্ষেপের উপর গুরুত্বারোপ করেছেন ভোলায় আয়োজিত এক কর্মশালার বক্তারা।

সোমবার (১২ ফেব্রুয়ারি) স্থানীয় জেলা প্রশাসনের আয়োজনে জলবায়ু পরিবর্তন ও অভিযোজন বিষয়ক অভিজ্ঞতা বিনিময় কর্মশালায় বক্তারা এসব কথা বলেন। জেলা প্রশাসক সম্মেলন কক্ষে জাতিসংঘ শিশু তহবিল (ইউনিসেফ) এর সহযোগিতায় অনুষ্ঠিত কর্মশালায় প্রধান অতিথি হিসেবে এ কর্মশালার উদ্বোধন করেন জেলা প্রশাসক মোহা. সেলিম উদ্দিন ।

কর্মশালায় বিভিন্ন সরকারী-বেসরকারি দপ্তরের কর্মকর্তা, স্বেচ্ছাসেবী সংস্থা ও জেলার বিভিন্ন উপজেলা বিশেষকরে মনপুরা দ্বীপ থেকে শিশু ও যুব প্রতিনিধিরা অংশ নিয়ে জলবায়ু পরিবর্তনের প্রভাব মোকাবিলায় মতামত ব্যক্ত করেন ।

এ সময় জেলা প্রশাসক মোহা. সেলিম উদ্দিন জলবায়ু পরিবর্তনে বিরুপ প্রভাব মোকাবিলায় একাডেমিক জ্ঞানের সাথে স্থানীয় মানুষের জ্ঞান কাজে লাগিয়ে সঠিক পরিকল্পনার মাধ্যমে সমন্নিত পথ নকশা তৈরি করার প্রতি গুরত্বারোপ করেন। জলবায়ু অভিযোজনে শিশু ও যুবদের ক্ষমতায়িত করতে হবে। তাদেরকে কল্পনার সুযোগ দিতে হবে বলেও জানান জেলা প্রশাসক। স্বাস্থ্য, অবকাঠামো, স্যানিটেশনসহ অন্যান্য বিষয়গুলো কমিউনিটির লোকজনদের নিয়ে জলবায়ু পরিবর্তন মোকাবেলার কৌশল নির্ধারনের উপর সবাইকে এগিয়ে আসতে আহবান জানান তিনি ।

স্থানীয় সরকার বিভাগের উপ-পরিচালক মাহমুদুর রহমানের সভাপতিত্বে কর্মশালায় আলোচনায় অংশ নেন বিভাগীয় বন কর্মকর্তা ফরিদ মিয়া, প্লানিং ও মনিটরিং অফিসার আল মুুমিন মো. গোলাম সরোয়ার, প্রোগ্রাম অফিসার আ: জলিল, ঘূর্নিঝড় প্রস্তুতি কর্মসূচী (সিপিপি) উপ-পরিচালক মো. শাহাবুদ্দিন, পরিবার পরিকল্পনা বিভাগের উপ-পরিচালক মাহামুদুল হক আজাদ, কোস্ট ট্রাস্ট টিম লিডার রাশিদা বেগম, আইইসিএম প্রকল্পের সম্মনয়কারী মো. মিজানুর রহমান, প্রথম আলো জেলা প্রতিনিধি নেয়ামত উল্ল্যাহ, ইয়ূথনেট ফর ক্লাইমেট জাস্টিসের সমন্নয়ক সোহানুর রহমান, যুবরেড ক্রিসেন্টের যুব প্রধান আদিল হোসেন তপু প্রমূখ।

এলসিবিসি অফিসার মো. আবদুস সালামের সঞ্চালনায় বক্তারা বলেন, ভোলা একটি ঘুর্ণিঝড় ও নদীভাঙন প্রবণ দ্বীপাঞ্চল। ঝড় ঝঞ্চার সাথে সংগ্রাম করে বেড়ে ওঠে এখানকার লড়াকু মানুষ। জীবন সংগ্রামের কারনেই তারা পরিবর্তিত পরিবেশের সাথে খাপ খাইয়ে নিচ্ছে। জলবায়ু পরিবর্তনের কারনে সবচেয়ে বেশি ক্ষতিগ্রস্থ শিশু ও নারীরা। এক্ষেত্রে অর্থিক সংকটের কারনে জীবনযাত্রায় বিরুপ প্রভাব পরায় সামাজিক নিরাপত্তাও বিঘিœত হয়।

তবে যথাযথ সহায়তা পেলে জলবায়ু পরিবর্তনের বিরুপ প্রভাব মোকাবিলায় উপকূলীয় জেলা ভোলার মানুষ মানিয়ে নিতে পারবে বলে মনে করছেন সংশ্লিষ্টরা। জলবায়ু পরিবর্তনের বিরুপ প্রভাব ব্যাপকভাবে আলোচিত হলেও উপকূলীয় অঞ্চলে এ সম্পর্কে খুব কম সংখ্যক মানুষই সচেতন।

তাই এখনই জোরদার কার্যক্রম গ্রহন করা দরকার বলে তারা উল্লেখ করেন।

GO-NGO cooperation stressed to ensure child adaptation with Climate Change

Rights activists at a consultation in the Barisal called for developing an action plan for Children-Centered Adaptation and Disaster Risk Reduction (DRR) for the government and actors towards building community resilience.

The speakers emphasized the collaboration between the government and non-government organizations to ensure child-centered adaptation and disaster risk reduction. Speakers discussed the gaps in different policies and action plans regarding child-centered adaptation. They also mentioned that climate change is affecting child rights such as education, health, nutrition, sanitation, etc.

They made these suggestions while addressing a day-long consultation workshop on Child-Centred Adaptation and Disaster Risk Reduction at Hotel Grand Park, Barisal, on Monday, 13 March 2017.

The workshop was organized by Bangladesh Centre for Advanced Studies (BCAS) in collaboration with the UNICEF. Divisional Commissioner of Barisal Md Gaus inaugurated it as chief guest.

"Children are neglected in the society, organizations and even in the family and impact of the disaster on children is huge as it affects their education, protection, health, food, and mental development", said Divisional Commissioner Md Gaus.

Children demand the main focus of the government, he added.

"Terming the children, who comprise about 22% of our population, as the more vulnerable, we need to reduce the vulnerability of children of the poor and socially disadvantaged and making them the active citizen of the country. We need special protection plan for disaster-affected children for the coastal area,” said Dr. Dwijen Mollick, an expert on child-related issues and a fellow of BCAS, while presenting his keynote paper.

AH Towfique Ahmed, Divisional Chief of UNICEF Barisal elucidated the importance of the field level information to develop an action plan to address the child-centered CCA and DRR. He also explained the objective of the workshop which is taking suggestions from the participants to develop an action plan to address child-centered adaptation and disaster risk reduction. 

Government officials, experts, media workers, YouthNet for Climate Justice and representatives from different government offices, NGOs and INGOs took part in the workshop to give input to develop the action plan which moderated by Omor Tarek Chowdhury, a fellow of BCAS.

Child Rights Activist Sohanur Rahman, Co-coordinator of YouthNet for Climate justice stressed that “We need to design and implement livelihood support programmes for the communities at risk, particularly the poor and their children. More emphasis should be given to children’s vulnerability and their adaptation needs and priorities. Act to adopt: we are influencing national policy, practice, and promotion of the Hyogo Framework of Action through evidence-based youth-led advocacy.”

বরিশাল বিভাগীয় কমিশনার মো নুরুল আমিন বলেছেন, ‘শিশু বিবাহ, শিশু শ্রম ও শিক্ষা প্রতিষ্ঠানে শারীরিক শাস্তি দূর করে বরিশালকে একটি শিশুবান্ধব বিভাগ হিসেবে গড়ে তোলা হবে। শিশু অধিকার পরিস্থিতি উন্নয়নে বরিশাল বিভাগের সফলতা- অর্জনের পাশাপাশি বিদ্যমান চ্যালেঞ্জগুলোকে মোকাবেল করে শিশুবান্ধব বিভাগ বির্নামানে সর্বাত্তক প্রচেষ্টা চলছে। এজন্য সরকার ও ইউনিসেফের পাশাপাশি সকল বেসরকারি সংস্থাসহ শিশু সংগঠনকে এগিয়ে আসতে হবে।’

শুক্রবার সকাল ১০ টায় বরিশাল সার্কিট হাউজের সম্মেলন কক্ষে বরিশাল বিভাগীয় কমিশনারের কার্যালয় ও জাতিসংঘ শিশু তহবিল ইউনিসেফ বরিশাল অঞ্চলের যৌথ আয়োজনে বাংলাদেশ সরকার ও ইউনিসেফের বরিশাল বিভাগীয় যৌথ কার্যক্রমের উপর দিনব্যাপি এক পর্যালোচনা সভায় সভাপতির বক্তব্যে এসব কথা বলেন।

সভায় বিশেষ অতিথি ছিলেন বরিশাল সিটি কর্পোরেশনের প্রধান নির্বাহী কর্মকর্তা নিখিল চন্দ্র দাস, বরগুনা জেলার জেলা প্রশাসক আব্দুল ওয়াহাব ভূঁইয়া। সঞ্চালনা করেন ইউনিসেফের আঞ্চলিক প্রধান এ এইচ তৌফিক আহমেদ।
